March 7, 2013 Minutes

At the regularly scheduled meeting of the Fire and Police Pension Fund held on the 7th day of March 2013, President Terry Knowles presided.  The meeting was held at the Pension Office, 6009 John Douglass Drive, Chattanooga, TN 37421.

 The meeting convened at 0927 hours with board members Terry Knowles, Chris Willmore, Jerome Halbert, Phillip McClain, and Shawn O’Kelley.  Attorney Bill Robinson was also present.  Corliss Cooper and Ray Ryan were excused.

 Motion by Chris Willmore and seconded by Jerome Halbert to approve the minutes from the February 21, 2013 meeting.  Motion carried unanimously.

 Shawn O’Kelley gave an oral report to the Board on his attendance at the Trustees Institute hosted by the International Foundation on Employee Benefits Plans.

Motion by Chris Willmore and seconded by Jerome Halbert to approve the following membership changes:

REMOVE FROM THE ROLLS:

Clara Ross, 100% J&S of Fire Captain Clyde Ross, effective 03/31/2013, died 03/03/2013 (2-411)

Retired Police Sergeant Francene Fleming, effective 03/31/2013, died 03/05/2013 (2-411)

 PAY DEATH BENEFIT:

Y. Deniece Sanders and Danielle Sanders, designated co-beneficiaries of Francene Fleming (2-411)

The motion carried unanimously.

The Board discussed its fiduciary role and desire for a good working relationship with the new Mayor and City Council.  President Knowles asked Attorney Robinson to update research into Tennessee laws and court cases that could affect the Plan.

 Motion by Shawn O’Kelley and seconded by Jerome Halbert to pay the bills.  Motion carried unanimously.

Motion by Phillip McClain and seconded by Jerome Halbert to adjourn at 1033 hours.  Motion carried unanimously.

Note:  Following the regularly scheduled meeting, the Board held a hearing of the application for Job Related Disability benefits for Police Sergeant James Hogwood.  The Board approved the benefits effective April 1, 2013
