At the regularly scheduled meeting of the Fire and Police Pension Fund Board of Directors held on the 15th day of June 2017, President Craig Joel presided. The meeting was held at the Pension Office, 6009 John Douglass Drive, Chattanooga, TN 37421.
The meeting convened at 0916 hours with board members Craig Joel, Tommy Meeks, Mark Coffman and Vickie Haley. Attorney Bill Robinson was also present. Phillip McClain, Kelly Simmons and Charlie Thomason were excused absences.
Motion by Mark Coffman and seconded by Vickie Haley to approve the minutes of the June 1, 2017 meeting. Motion carried unanimously.
Motion by Tommy Meeks and seconded by Mark Coffman to approve the following membership items:
REMOVE FROM THE ROLLS:
- Retired Fire Captain James David Scoggins, effective 06/30/2017, passed away 06/11/2017 (2-411)
ADD TO THE ROLLS:
- Cynthia Scoggins, surviving spouse of Retired Fire Captain James David Scoggins, effective 07/01/2017 (2-411)
REFUND CONTRIBUTIONS:
- Former Police Officer Jason Holman, terminated effective 06/02/2017, participation date 04/18/2014 (2-413)
PAY DEATH BENEFITS:

Motion carried unanimously.
The Board reviewed the bills paid since the last meeting.
Fund Administrator Katrina Abbott presented the Board with the proposed expense report to hold its annual business meeting in Long Island, NY this fall to take the opportunity to view operations and meet the staff of its newly hired Investment Consultant Dahab Associates. Motion by Mark Coffman and seconded by Tommy Meeks to hold the Fund’s 2017 annual business meeting in Long Island, NY. Motion carried unanimously.
The Board recessed for an executive legal session at 0930. The Board reconvened at 1001.
Barry Bryant of Dahab Associates presented the Board with an educational session on selecting asset classes. Dahab Associates will complete an asset allocation study and provide model projections to the Board in the coming months.
Motion by Mark Coffman and seconded by Vickie Haley to adjourn at 1145 hours. Motion carried unanimously.
Notes: The Disability Hearing for Police Officer Charles G. Blankenship has been rescheduled for June 19, 2017 at 10 a.m. due to a lack of quorum.
