June 20, 2013 Minutes

At the regularly scheduled meeting of the Fire and Police Pension Fund held on the 20th day of June 2013, Vice President Chris Willmore presided.  The meeting was held at the Pension Office, 6009 John Douglass Drive, Chattanooga, TN 37421.

 The meeting convened at 0910 hours with board members Chris Willmore, Shawn O’Kelley, Phillip McClain, Jerome Halbert, Corliss Cooper and Ray Ryan.  Terry Knowles was an excused absence.  Attorney Bill Robinson was also present.

Motion by Phillip McClain and seconded by Jerome Halbert to approve the minutes from the June 6, 2013 meeting.  Motion carried unanimously.

With a larger than usual number of visitors, Chris Willmore asked if anyone would like to address the Board.  No one came forward at this time.

Motion by Corliss Cooper and seconded by Shawn O’Kelley to accept the following membership changes:

Police Sergeant Douglas A. Elliott, with 28 years of service, reduced to a 25 year pension rate and a 36 month DROP, effective 06/28/2013, participation date of 06/21/1985 (2-411and 2-422)

 Police Captain William K. Neblette, with 28 years of service, reduced to a 25 year pension rate and a 36 month DROP, effective 06/28/2013, participation date of 06/21/1985 (2-411and 2-422)

Police Lieutenant Charles B. Russell, with 26 years of service, reduced to a 25 year pension rate and a 12 month DROP, effective 06/28/2013, participation date of 06/19/1987 (2-411 and 2-422)

 REFUND CONTRIBUTIONS:

Police Officer Sarah Fuller, terminates 06/27/2013, participation date of 10/27/2006 (2-413)

Motion carried unanimously.

 Motion by Shawn O’Kelley and seconded by Corliss Cooper to pay the bills.  Motion carried unanimously.

The Board reviewed the proposed FY2014 Fund operating budget.  Motion by Corliss Cooper and seconded by Phillip McClain to approve the budget pending recommendations from the personnel committee.  Motion carried unanimously.

 The Board and attending guests discussed concerns of members after learning that the Mayor had met with some of the employee groups.  No Directors of the Pension Board attended the Mayor’s meetings with the employee groups.  Some members of the employee groups present at today’s meeting were also at the meetings with the Mayor and they relayed that during those conversations with the Mayor, he expressed concern with the funded status of the Plan, and the City’s contribution rate.  The funded status and contribution rates were discussed by the Board and those in attendance.

 Motion by Phillip McClain and seconded by Corliss Cooper to adjourn at 1002 hours.  Motion carried unanimously.

 Note:   Fund Staff contacted several regional law firms regarding an RFP for legal services.  The RFP was submitted to the 5 law firms who expressed an interest in responding to the RFP.  Responses are due by 4:00 PM on July 19, 2013.

 Note:  Regular meeting scheduled for July 4th has been cancelled.
