At the regularly scheduled meeting of the Fire and Police Pension Fund held on the 2nd day of August 2012, Vice President Chris Willmore presided. The meeting was held at the Pension Office, 6009 John Douglass Drive, Chattanooga, TN 37421.
The meeting convened at 0908 hours with board members Chris Willmore, Stan Sewell, Scott Fulgham, Phillip McClain and Ray Ryan. Terry Knowles, Shawn O’Kelley and Corliss Cooper were excused.
Motion by Stan Sewell and seconded by Scott Fulgham to approve the minutes from the July 19, 2012 meeting. Motion carried unanimously.
Former Police Officer Ricky Ballard and Police Recruiting supervisor, Sgt. Bakari Welles appeared before the Board to ask the Board to consider amending the Plan to allow former members to return to sworn service as new hires. Currently under section 2-413 of the Plan, terminated members returning to sworn service are required to repay contributions withdrawn from the Fund, with interest. Upon repayment of contributions with interest, former members are eligible for rehire/reinstatement and are given pension credit for prior service. Sgt. Welles stated that Mr. Ballard, currently a sworn Red Bank (TN) Officer, is otherwise employable under all other City and Department regulations. He added that removing the repayment requirement would aid the Police Department’s recruiting efforts. The Board asked Frank Hamilton to contact Fire Chief Parker and Police Chief Dodd for their advice on allowing former sworn employees to return to sworn service as new hires.
Motion by Scott Fulgham and seconded by Phillip McClain to approve the following membership changes:

ADD TO THE ROLLS:
1) Police Sergeant Brenda Hafley with 25 years of service reduced for Joint & Survivor option B, effective 07/20/2012, participation date of 06/24/1987. (2-411 and 2-418)
REFUND CONTRIBUTIONS:
1) Retired Police Sergeant Brenda Hafley, effective retirement date of 07/20/2012, participation date of 06/24/2012, refund of additional 1% contribution (2-423)
PAY DEATH BENEFIT:
1) Jeremy Chad Yates, designated beneficiary of Terry Yates (2-411)
The motion carried unanimously.
